From the N1 Hotel it is safe to walk to the restaurants around the town. Close to the hotel is Namtook a Thai restauarnt or also recommended is the Shearwater cafe which is about 500 meters from the hotel. For more fine dining you could try Ilala Lodge or the Victoria Falls Hotel. When walking after sunset, even in the town you must still keep an eye out for the Elephants.
Yes you can walk to the Falls without a guide, to get there is probably about 1km. Depending on the time of year it can get very hot and therefore quite strenuous. If you are also walking around the Falls and then having to walk home this might be quite tiresome for your elderly crew, so would possibly be worth catching a couple of taxis.
