I don't think that hiring a car is essential at all. Just about all activities you do included collection and drop off from your hotel. The hotels that are a bit out of town have free shuttle buses running all day. There are also plenty of taxis about and the whole locality of Victoria Falls Zimbabwe is close so nothing is to far to Walk. This is relative to staying on the Zimbabwe side, if you stay in Zambia that is a different story.
